About The Program

CBL Appointed Certification Authority

TICQC is appointed by the Central Bank of Libya in collaboration with Al Shamila Services and Consultancy (ASSC - CBL Key: 8-060367) to implement comprehensive Pre-Shipment Inspection, testing, and issuance of Certificates of Inspection (CoI) for all goods exported to the Republic of Libya.

Our appointment is based on Resolution of the Governor of the Central Bank of Libya No. 96 of 2015, with implementation effective December 12th, 2024. We implement the additional requirements issued by the Libyan Accreditation Centre (ARN Notice 2020/68) for regulated product categories.

Scope Information

All Products: All goods exported to Libya are subject to Pre-Shipment Inspection requirements.

Second-hand Goods: Allowed and subject to same inspection requirements as new goods.

ARN Products: The 24+ product categories listed have additional conformity and testing requirements under ARN Notice 2020/68.

Effective Date: Inspection services effective December 12th, 2024.

Compliance Standards

Goods must comply with:

  • Shipment declaration (invoice, packing list)
  • Applicable Libyan standard for ARN products
  • International standards (if no Libyan standard)
  • Letter of Credit requirements

Testing Required: ISO/IEC 17025 accredited laboratory testing by ILAC member laboratories.

  • ARN products: At least in Arabic
  • L/C products: Arabic or English
  • Per applicable standards

Application Submission

Applicant (exporter or importer) submits Request for Certificate (RFC) with supporting documents including pro forma/final invoice, letter of credit, and conformity documents.

Physical Inspection Scope

Scope

Assessment of quantity and quality of all shipments. Full compliance verification against shipping documents and applicable standards.

Destination Inspection

No destination-based inspection required. All inspection conducted at point of shipment or as specified in L/C.

Witness of Loading

Inspection witness of loading provided if required by Letter of Credit or specific shipment requirements.

Container Sealing

Container sealing and supervision provided if required by L/C terms or regulatory requirements.

Sampling

Sampling conducted when control testing is required. Samples taken per applicable standards and L/C specifications for laboratory analysis.

Report Type

Comprehensive Inspection Report (IR) issued detailing all findings, test results, and conformity determination.

Additional Inspections

Supplementary inspection visits for in vain attempts, unsatisfactory results, additional testing, or extra tasks are invoiced separately to the seller based on actual costs incurred.

Handling & Presentation Costs

Seller bears all costs for unpacking, handling, testing, sampling, sending, and repacking of goods. These presentation costs are the applicant's responsibility.

Payment Terms

Paid by exporter. Invoice issued by TIC Quality Control following certification completion. Payment terms negotiable based on shipment value and history.

Regulatory Authority

The Central Bank of Libya (CBL) is the regulatory authority governing pre-shipment inspection requirements. This program implements CBL Resolution No. 96 of 2015 with effective date December 12th, 2024.

ARN Compliance

The Libyan Accreditation Centre issued Notice ARN 2020/68 setting additional requirements for 24+ product categories. TIC Quality Control implements these requirements in full compliance with CBL directives.
